Healthy Homes Program: Ensuring Safe and Habitable Housing in Orleans Parish

The Healthy Homes Program has been initiated to guarantee that individuals living in Orleans Parish have access to secure and habitable accommodations.
Landlords must annually register their residential properties, following which a Certificate of Compliance will be issued upon verification. The registration process will be rolled out in phases, contingent upon the total number of units per parcel. The schedule for registration is as follows:
Parcels with 50 or more dwelling units - January 1, 2024 until February 15, 2024.
Parcels with 4-49 dwelling units - July 1, 2024, to August 15, 2024.
Parcels with 1-3 dwelling units - January 1, 2025, to February 15, 2025.
Late registration will incur applicable fees.

To meet the Healthy Homes standards, rental properties must fulfill the following criteria:
Operational fire and smoke detection systems and alarms.
Functioning bathtubs or showers, toilets, and kitchen sinks.
Availability of hot and cold running water in all kitchen sinks, bathtubs, and showers.
Water heating facilities capable of providing water at a minimum temperature of 110°F.
Heating facilities maintaining a minimum room temperature of 68°F.
Cooling systems maintaining a maximum bedroom temperature of 80°F.
A well-maintained electrical system.
Proper installation, operation, and maintenance of provided appliances.
Properly sealed roofs, windows, and exterior doors
No evidence of mold within the unit.
No rodents or infestation in housing units and exterior property.
